It seems that checking the user_data option when creating a image in a vmware compute resource precludes you from using a finish script when building from that image. It would be useful to allow both so that an ssh finish template can install/configure puppet and whatnot after the new host boots up, as the options for vmware user_data provision seem to be mostly limited to ip/networking configuration.
