On the login page I'm greeted with:

This website is under heavy load
    We're sorry, too many people are accessing this website at the same time. We're working on this problem. Please try again later.

The server itself is not loaded

Check the health of Passenger workers with passenger-status and check both Foreman's and httpd's logs for more information.

After about 15-20 minutes the problem went away. Might be some migrations or similar taking place? I have around 200 servers in this installation
