As a developer I want to be able to switch off turbolinks for links to certain pages
Description
This is required for pages that combine foreman UI with angular pagelets. With turbolinks it doesn't load additional assets required by angular/bastion.

Closed to avoid additional burden on core codebase. We will use Deface for now.
