Description
When the RAW image is used in combination with image based provisioning in libvirt,
the provisioning failed on the VM not having a bootable disk.
Using the QCOW type fixed the issue

Can you be more specific? What exactly does not work? I am not getting this.

I had the same problem a few days ago. Libvirt does instanciate a new VM with its own disk, which refers to the the qcow2 "golden image" as backing disk, AFAICT the idea is to only write the differences to the VM disk backing file of the instanciated VM. QEMU does need QCOW2 also on the new VM disk for that whole setup to work.
Generally, would there be any downside to set just set the default format from RAW to QCOW2 anyway?
