As a plugin developer, I want to skip AccessPermissionsTest for certain routes

Description

AccessPermissionsTest runs for all routes in application as part of jenkins:unit task. But it may not have sense to for a route to have a permission and as a plugin developer, I would like to have an option to exclude the route from tests.

In this particular case, skip tests feature skips testing of all the routes.
I found out I can work around it with skipping the tests after all, so this won't be needed.
