Current behavior:
login into an account with user login 'admin'
Open Edit User form
Note that Username field is disabled
An admin user with a different Username is not disabled.

Expected behavior:
Not to check Username but do one of the following:
a) Allow all admins to change their Username
b) Disable Username field for all admins
