Only top-level taxonomies can be applied to filters

Description
When editing a filter, only the top level taxonomies can be used to associate the filter. This is most likely caused because the tabs for this page are not created through the regular helper loc_orgs_tab.

I can't reproduce anymore, please reopen if you still experience this issue. If I'm not mistaken, helpers have been unified some time ago.
