Currently Puppet is an integral part of the foreman with things not working when you don't have at least one puppet-enabled smartproxy running.

I've gotten this output when trying to run foreman w/o puppet smartproxies:

Greg Sutcliffe wasn't able to reproduce that behaviour but noticed that he's seeing 500 errors on provisioning.
