It looks like passenger upstream is doing own policy now:
https://github.com/phusion/passenger_rpm_automation/blob/master/specs/passenger/passenger.te
There is also some magic in the 5.0 codebase (setting file contexts on sockets) that essentially requires this policy to be loaded, so our custom policy will not work. We will need to adjust to that.
