Provide a seperate view for template snippits

Description
Provisioning template snippets are currently listed in the same table as provisioning templates.
Since there is a difference to how each of these are used, (snippits are called by provisioning templates). Perhaps we should list them in a separate table

I think it would make sense, some snippets (e.g. setting hostname) would be useful also in job templates (rex plugin) so they are not specific to provisioning templates anymore. Especially now when snippets can be parametrized.
