Description

Scenario:

- LocationA - ProxyA (Integrated with Foreman)
- LocationB - ProxyB (dedicated for this location)

- Realm REALM shared for both locations (LocationA and LocationB).
- REALM has set realm proxy to ProxyA.

This scenario requires following settings:

- One realm REALM is created and assigned to both locations (LocationA and LocationB)
- ProxyA needs to be assigned to LocationA and LocationB too, because of dependency (it's Realm Proxy for REALM).

Problem:

- ProxyA must be assigned to LocationB though this location has dedicated ProxyB. (It's problem when Hosts in LocationB is firewalled for communication with ProxyA... For example Ansible run fails when ProxyA is chosen to run playbook on Host in LocationB, etc...)
- Can't create second realm with same realm name but another proxy.

Solution:

A. Make Realm Proxy independent to Locations
B. Allow to create realm with duplicate name but another realm proxy.
C. ???
