When creating VM with host group, it doesn't apply the 'Deploy On' value.

steps to reproduce:
• create hostgroup
• deploy on: ovirt
• create host from hostgroup
result: it does not change the deploy on, even when clicking inherit it won't show the virtual machine tab.
