Foreman Tasks tool tips don't automatically hide

Actual:
Moving or clicking the mouse off the tooltip anywhere else on the page does not dismiss them.
Expected:
Tool tips only show on mouse over and hide again when the mouse moves away

Foreman-tasks uses the ellipsis tooling from the core so there is not much we could do about this in foremant-tasks. On the other hand, it seems to be relate to the two-pane, that we going away from in #23244, therefore, I'm marking this a duplicate, as it will get resolved once that one is merged.

I now see that this was actually filed agains foreman (sry for confusion). Anyway, my point still applies that moving away from two-pane should actually make the issue disappear. Feel free to reopen if you feel otherwise.
