foreman-maintain shipped with 1.16.1 is pretty much useless:

# foreman-maintain -h
Usage:
    foreman-maintain [OPTIONS] SUBCOMMAND [ARG] ...

Parameters:
    SUBCOMMAND                    subcommand
    [ARG] ...                     subcommand arguments

Subcommands:
    health                        Health related commands
    upgrade                       Upgrade related commands

Options:
    -h, --help                    print help

We should verify a recent version with 1.16 and publish it to the repository.
