Description

Many javascript errors and a blank page result when navigating to the subscriptions page when 'Any Organization' is selected.

Reproduce (Katello nightly):
1. Select 'Any Organization' in the org dropdown
2. Navigate to Content -> Subscriptions

Actual (See screenshot):
The page tries to search for organization with ID=''.

Expected (See screenshot):
This page should behave like all other content pages (i.e. Content -> Products) and display a helpful message to the user with the option of selecting an organization.
