Description

Right now the installer uses /etc/puppet/environments/{staging,production}/modules for each environment, but /etc/puppet/environments/common for the common modules. This should probably get changed to /etc/puppet/environments/common/modules.

We should probably call this path deprecated now, since Puppet itself defaults basemodulepath when using directory environments to include /etc/puppet/modules. which might be a better recommendation for a "common" dir.

I think in our current config we prefer directory environments and those solve it properly. Closing.
