There are some additional changes that are needed in order for the check mode feature will be complete:
1) seed the default global parameter with the false value, so users can easily see that and override it in host form

2) count tasks as pending in the foreman.py report callback in case it's running in the check mode

3) visualize the check mode in the config report detail page (perhaps similar to an alert we display when the clock is out of sync)

4) optional - visualize the check mode also for reports on the reports list page by some icon
