Description

When using a hiera config with lookups where the value being looked up is not available can fail when loading default values given default value loading only considers params.

Example:

Error: Evaluation Error: Error while evaluating a Function Call, Class[Katello::Params]: parameter 'enable_katello_agent' expects a Boolean value, got String (line: 120, column: 346) on node pipe-katello-server-nightly-centos7.wareagle.example.com
