Description of problem:

On the Satellite Web UI, it needs an upload button from where the scap content can be loaded on the satellite server. There is a rake command which performs such action, which is a one-time job but still, the satellite should have the ability to perform this action from the satellite web UI.

Command Line:
  1. foreman-rake foreman_openscap:bulk_upload:default

Additional info:
Keep the command line option live will not hurt but, but it will be much easy when this part is also covered through web UI.
