Description

Using foreman 3.0 with katello 4.2 on Rocky 8
Whenever I try to install using with the following, I get an error about "rubygem-smart_proxy_salt" package is missing.

foreman-installer --scenario katello \
        --enable-foreman-plugin-salt \
        --enable-foreman-proxy-plugin-salt

Checking https://yum.theforeman.org/plugins/3.0/el8/x86_64/ repo, it is indeed missing the "rubygem-smart_proxy_salt" package, but the package is there for 2.5.
