Bring back duplicate content warning for composite CVs for non-docker repos
Description
We used to have a notice on publish screen in the old UI when duplicate repos were detected in component views for a composite CV.

During rewriting the UI in react we did not add the notice to the publish wizard. This seems like useful information to present to users and should be added back.
