When using tilt 2.0.0 and sinatra 1.0 the foreman-proxy service fails to start, when using sinatra 1.4.4, the service starts, however when attempting to register the proxy with the main Foreman instance, all data is returned in html format. Dominic from the IRC suggested to downgrade Tilt to only use version 1.3.7, and this plus sinatra 1.0 resolved the issue and allowed the service to start, as well as the system to be registered as a proxy within Foreman itself, resolving this issue.
