Foreman fails to re-create VM after a build failure

Description

Using a VMWare CR. If I create a host, and hit the "Build" button and it fails (due to DHCP smart-proxy problems or whatever), Foreman will delete the VM from the VMWare host. After fixing the problem, and re-submitting the build, Foreman forgets to re-create the VM on the VMWare host.
