Use theforeman-rubocop gem

Choose to inherit some cops only, because i wanted to inherit rules from
style_lenient.yml as well, i followed this:

Also drop some cops from the .rubocop.yml config, because that was present...

Convert to theforeman/actions for Ruby tests

These reusable actions remove a lot of duplication. It also respects the
matrix configuration provided in Foreman itself, meaning it will
automatically detect the supported Ruby and NodeJS versions.

Provide an alias test:foreman-tasks

This alias matches the plugin name, which makes it easier to write a
reusable action.
