Joseph, you had the system attached to a wrong (Employee) subscription. You need to use the one with RHSCL in. The pool ids are confusing, they both start the same.
I re-subscribed the system and executed foreman-installer for you.
Made this small change for 1.5 manual to do additional check:

For RHEL7 we should only recommend to use subscription-manager repo --enable xyz
