build packit on el9

Build packit against rhel-8

This matches what we use in foreman-packaging.

Use yum.tfm.o for packages during packit build

koji is not updated anymore for nightly

use foreman-devel module

Test Github Actions with NodeJS 14

do not explicitly enable the ruby module in packit

we should get that via the foreman module

add packit config
