Fixes #32092 - add puppet safe guard

Hides puppetserver and puppet environment behind macros, that can alter
implementation much more easily and even be patched from plugin.

Fixes #32042 - move safeguard for REX & insights (#8371)

Move the :host_param_true? conditions for Host registration params
from the snippets to the Host registration template, so other methods
can still use them if they choose to.
