Fixes #20728 - Inconsistent behavior of cancel & submit

Previously, Hostgroups saves the search filter when
clicking cancel but not submit.
There should be consistent behaviour in the action
the submit/cancel buttons use.
With this commit submit button should redirect to
index action with current search filters.
