flot charts

Use flot charts instead of highcharts.
flot charts license is more friendly.

This version of the code is feature compatible with the old charts,
including:
pie: drill-down and expend.
stacked charts: zoom, hide series in legend.
all types has tooltips....

fix minor css classes declaration.

updates UI to bootstrap v2

fixes #1414 - pie is over cooked in chrome.

WIP rails3 migration

statistics pie is now a thumbnail that expand in a modal dialog.
