Prepare for adding certs module as subtree

1021119 - make sure private keys are never world readable

This should prevent similar mistakes in future.

Proper check if new version is available for cert packages

Specify explicitly the cert request path

Use yum to install the package when not available locally

We expect that the system is subscribed to a repo with the cert rpms.

Set home dir before calling katello-ssl-tool
