Bastion: upgrade angular-ui-router to 0.2.10.

Contains the new directive ui-sref-active amoung other improvements.

Fixes 4663: Available releases version will not properly populate the API
and UI data. Further, systems can now have their release version updated from
the UI correctly.

Reload versions after publishing

Fixes computing the version numbers for content view publishing.
