Content Views Rework: prepend content_view on filter models, update routes

1. Rename the filter models/schema, prepending 'content_view_' to each.

Hooking up publish and promote properly

• Versions tab now hits api for versions
• version columns have been reduced
• Promote now works (no polling)

Content Views: Fixing a couple repo publish things

Content Views: Worked more on publishing content

Fixed places where repos had no environments. Also, changed the task type to
publish instead of refresh. Lastly, fixed publish for versions 2+ and
generating metadata for version repos so the env clones aren't empty.
