Fixes #7119/BZ1130645: double quote host collection name in search.

The host collection search was using single quotes which search
isn't happy with. This commit changes the host collection bulk
actions to use double quotes.

The model being used for host-collections collapsed table row
select was incorrect from a bad copy/paste. This commit fixes the
model being used.

Fixes #7088/BZ1130224: reload filter after saving date range errata.

After saving the rule it was being replaced by the previous value
that was stored in the fitler. This commit reloads the filter so
that the rule is current.

Fixes #7000/BZ1080172: paginate content host packages.

Rendering hundreds of content host package rows was taxing the CPU,
especially in Firefox. This commit uses client side pagination to
limit the number of package rows rendered.
