nutupane conversion for system groups

This converts system groups to nutupane, in addition:

Moves system group actions to the system bulk actions page
    Removes katello system groups from being tied to pulp consumer groups
    API System group actions now create a temporary group, perform an action, and remove it

Bug #1015240 - switch "changeset management" and "changeset" menus.

This is a temporary workaround until we can get alch-header updated.
