Fixes #4644: Create Foreman environment for all content views

There are cases when it makes sense to have the environment
created even when no puppet content is there: such as provisioning
a system into the environment without using puppet at all.

Add ActionTriggering after it was extracted form ActionSubject

Fix indexing after scheduled tasks

Wrong class caused task.progress to return hash that doesn't have
error_details method.

Index only when synchronization not handled by Dynflow action

The Actions::Katello::Repository::Sync itself handled then indexing of
the content: no need to do it again the after_sync callback.

Index the content when the syncing finishes
