fixes #6970 - content host bulk actions - fix 2 regressions

Stumbled across a couple of issues that need fixing.

1. unable to perform bulk actions (via systems_bulk_actions_controller)
due to permission denied errors
2. unable to retrieve applicable errata

This reverts commit 3ec51c074a3decb6656f85195d98b39f57ccf430.

will re-introduce this fix at a later date when we have some testing
around sorting

Fixes #6039 - CP events in CH tasks tab

This fix displays the candlepin events by placing them as sub tab under
the content-host subscriptions tab.
