Fixes #23571 - fix manifest modal buttons

Fixes #23285: show task progress bar.

Show a task progress bar over the table when a subscriptions related
task is in progress. Also create a toast notification when the task
result is returned and refresh the table.

Fixes #23286 - Add confirmation dialog for deleting manifest

Fixes #22836, #23325: disable actions when necessary.

If we are in disconnected mode or a task is in progress we need to
disable ability to add subscriptions, delete subscriptions,
edit/modify subscriptions, and refresh manifest.

Also fixes the manifest modal table after the changes to indices....
