Fixes #7071/BZ1125391: add installer and pulp configs to katello-debug.

We do not include katello-installer and pulp proxy configs when running
katello-debug. This commit adds these configs.

Forman debug now allows plugins to add there own debug extensions.
This patch converts the katello debug into such an extension. It also
adds the etc/pulp/server/plugins.conf.d/nodes/distributor directory...

The previous way of reposet enable was creating disabled repositories
when the reposet was enabled. These repositories were not usable till
enabled and it takes quite long to have them created, provided that...
