fixes #4706 - adding back the ability to download a debug certificate

As part of an earlier commit to eliminate dead code, this
feature was accidentally removed. Since is still needed
on the org edit page, it is being reintroduced.

A couple of notes:
- rather than bring back the old ui controller, the action...

Remove code that has been replaced by bastion/v2 APIs.

Delete several old and unused UI controllers, views,
javascript files, styles, and tests as well as removing
unused functionality from remaining bastion-only UI controllers.

Engine: Organization: deface core UI to include katello attributes

This commit contains changes that deface (extend) the core (foreman)
organization UI to include the following:

- on create:
- label, description

- on edit:
- label (readonly), description, default SLA...
