Fixes 4663: Available releases version will not properly populate the API
and UI data. Further, systems can now have their release version updated from
the UI correctly.

Reload versions after publishing

Fixes computing the version numbers for content view publishing.
Also show errors when something goes wrong.

Content Views: Fixing a number of issues listed below:

- Style fixes for content search rows and icons
- Puppet repository creation referenced the wrong environment
- Errata rule removal
- Publish button status

Disable progressbar animations for now

The animation causes some strange jumps in the progressbar. For
example, when showing the details of the task, it first shows full
progressbar, but then jumps to the zero.

Turning the animations off for now: we can figure out what's going on later.
