Fixes #4807 - defaulting to false if mark_translated is not provided.

Fixes #4501: rename katello JS i18n/mark translated bastion strings.

There was a javascript error on all katello pages when mark_translation was
turned on. This was because katello was overwriting foreman's i18n global
var with it's own global var. Renamed katello's global var to fix this....

Fixes #4594: Updates the references to the consumer cert RPM.

Fixes #4575: Removes horizontal scrollbar on nutupane pages caused by
over extended header and search bar.

Using directive to set page title for nutupane pages.

Bastion: Converts to less based stylesheets completely and removes SCSS
dependencies.

Properly namespaces all assets under either bastion/ or katello/ in
order to follow Rails best practices and allow namespaced asset symlinking
when deploying Katello. Includes spec updates to deploy assets via symlink
to the Foreman assets directory.

Engine Plugin: Cleaning up unused code that results from no longer
supporting our own top level menu.

Engine: Adding basic Foreman plugin definition.

This adds the Foreman plugin definition to define a single
navigation menu setup when Katello is installed. Overlapping entities
are scoped by naming and an entire Content menu is added for the
unique entities Katello brings.

Engine: updates to devel branch enhancements to support engine

There have been several enhancements that have gone in to
the devel branch. This commit contains changes that have
been identified (so far) that are needed to enable them
to work with katello as an engine....
