Fixes #6829,6805 - Disable repo remove if published

Added code to disable remove repository button if
1) Repo = RedHat
2) Repo has previously been promoted or published
3) Repo has no delete permissions.

Fixes #6366/BZ1112865 - restore readonly product functionality.

When replacing the authorization system we removed the logic
that determines whether or not a product is read only. This commit
restores that logic.

Bastion: adding sync plan nutupane and removing old page.

Bastion: adding product and repository sync functionality.

This commit adds bulk actions for products and repositories including
removal, syncing, and sync plan updates. It also adds the ability
to edit an individual product's sync plan on the product details page.

Bastion: replacing flash_messages with bootstrap 3 alerts.

Bastion: allow adding additional menu items to detail sub-menus.

This PR allows arbitrary menu items to be placed in the sub-menus
on nutupane detail pages.

Bastion: replacing transitionTo with ui-sref where possible.

This PR also removes several controller functions and tests that
are no longer needed because of this new functionality.
