Raise the expected minimum Puppet version to 5.5.20

The Candlepin module expects at least Puppet 5.5.20 for DNF module
support. This has been handled in packaging so it's safe to raise this.
Eventually we'll drop Puppet 5 since it's now EOL, but it's a larger...

This plugin has not been maintained for a while now and causes
issues on installation. This commit removes the option from the
installer and can be easily reverted if the plugin is updated.

same requirement exists for any custom certificates being used.
This adds a check that the CN is not set to a shortname, and/or
