Fixes #10052 - Enabling consumer reg for atomic hosts

Main intent of this commit is to setup rhsm conf on an atomic host to
setup consumer registration (a role similar to the one played by the
consumer bootstrap rpm).

Fixes #9875: Better docker service restart

Improve the check for the docker service in order to restart it if
needed. Also check for systemd based system first and then fall back to
the service based utilities.

This commit adds the katello ca trust pem to the system wide trust store
so that services like docker can now use it

Up until now, we used the default CA for both server and client certificates.
This made practically impossible to issue the server certificates outside of
the installer and pass it in as arguments.

By default, the server CA is the same as default CA, unless the $server_ca_cert...

Adds the config `full_refresh_on_yum = 1` to [rhsm] section of
rhsm.conf inorder to ensure yum repos are enabled/disabled
through subscription-manager.
