Fixes #5823 - full_refresh_on_yum=1 to rhsm.conf

Adds the config `full_refresh_on_yum = 1` to [rhsm] section of
rhsm.conf inorder to ensure yum repos are enabled/disabled
through subscription-manager.

Fixes #5486 - Fix prefix + url for rhsm BZ1092474

Fixes an issues where katello_devel module doesn't populated the prefix
and candlepin url for rhsm templates correctly. This is because
katello:params isn't available from puppet-katello_devel.

Fixing #5299: variables not used properly.

While installing katello 'community' nighty today I noticed a few errors
related to how certain variables were being refered to in a couple of
templates:

Variable access via 'fqdn' is deprecated. Use '@fqdn' instead....

Parameterizing the module and removing coupling to the Katello module.
