Modulesync: use voxpupuli helper gems

Fixes #29195 - puppet-certs should run on el8

Move repository setup to the spec helper

This also replaces latest katello with foreman nightly. Katello latest
points to 3.8 where in later releases katello-certs-tools was moved to
the Foreman repository.

Do not install EPEL in acceptance tests

This is actually not needed and only slows things down.

Before the patch only the path itself was autorequired but this copies
the autorequire from Puppet's file which autorequires all parts of the
path to the root. This ensures that the parent directory exists before...
