Switch to gha-puppet for CI

Fix beaker task

In puppetlabs_spec_helper 4.x the beaker task was removed. This loads it from voxpupuli-aceptance.

Update Github Actions workflow

This applies the lessons learned while applying this to Voxpupuli and
The Foreman orgs.

Drop Fedora 26, add Fedora 32

Currently our testing infra doesn't support Fedora 33 yet so it's not
added.

Set cron schedule to daily instead of hourly

Switch to Github Actions

Add Github action placeholders

These files need to exist for a Github action to trigger on a PR. The
goal of this commit is to have proper CI checks on the actual PR to
switch over.
