Rewrite spec tests

This greatly refactors the tests to unify a lot. It uses a lot of
parameter inheritance to avoid duplication.

Remove remote_file

This was used by the discovery image but that has all moved to the
proxy. See foreman_proxy::remote_file for a replacement.

Use apache mod classes

Requires puppetlabs-apache 7301123aa51afe696f129988482889f61aa4f0d0
which is shipped since 2.0.0 so we bump the required version.
