Fixes #29817 - Implement a dynflow worker pool

Fixes #32175: Allow toggling task backup when cleaning them up

Changes the default behavior to disable task backup when enabling
the task cleanup cron job. Users who still want backups kept
on disk will need to set the parameter to true.

Add foreman_webhooks plugin

Use deb GPG key from our server, not the GPG network

Also ensure the key is refreshed if expired.

ca74301ebbd4a01efa663eea5fa3ce67914ad659 dropped support for these old
Puppet versions.

Use apache::mod::auth_openidc

Now that there is a release available with this class our code can be
simplified.
