Refs #5423 - fix capsule configuration

Moving certs into their own class to prevent defined type from being
evaluated when the argument is undefined.

Updating variable names changed in puppet-certs.

$capsule::params::certs_tar was not defined

Caused issues when kafo tried to load default values.

Fix lint issues
